A Liberal Democrat looks with a clear eye at the dysfunction of the capital city of Pennsylvania. As a journalist, he is appalled that journalists were taken in by former Mayor Stephen Reed who was repeatedly elected and held office for 28 years. One party rule has its consequences. What I learned is that power tends to corrupt. Stephen Reed began as dynamic and innovative and descended into command and control power. I don't think this is what the author learned.The author's style is most engaging and I could hardly put the book down.The author's Liberal Perspective perspective is almost 180 degrees different than mine but I think that is what makes his accomplishment all the more impressive; he overcame his biases and ideology to look at the facts. He is not unsympathetic or hostile to his subjects yet he does not hesitate to follow the facts. It should be noted that an anonymous citizen provided copies of private bank account that started his search.The author does not seem to hold the voters responsible for repeatedly electing a dysfunctional mayor and an ineffective city council.It is a sad story and, sadly, I did not come away that things would be better.
My congratulations to Chris Pabst for the courage and skills to peel back all, or at least many, of the layers of this long festering sad tale of an initial political idealism descending into seductive unchallenged political hubris and leading to the remarkably large financial shenanigans for a city so small. While the tale is yet to be finished, as the Grand Jury action is still to be completed, as a long time observer of the Mayor and the house of financial cards (debt) he built, it is still amazing that none of the supposed oversight or good government controls were effective, and that they too were co-opted, maybe corrupted, in the process. It's also clear that this, or any, Mayor can only so deceive and destroy the future of a city, or any governed population, through the enabling of the "professionals" who suck at the public $ trough, and who appear to still be able to skate free of any legal complicity. The book well states the blind eye of the local Press and all us others who sat idly by, and perhaps predicting or complaining, did little else.As to the book it is a great read combining important FACTS and the interesting minutia that enlivens this story. Don't mis it.It is also a universal cautionary tale that exposes the myth that reality, financial or otherwise, can be ignored without the peril to the taxpayers and future generations. Thus this book should be required reading for all state and Federal legislators and policy makers in looking ahead to our own looming State and Federal financial and social time bombs ticking away.I trust Chris will work towards that worthy goal in his new position.
Harrisburg's financial collapse is a frightening, embarrassing, confusing, and nearly unbelievable moment in America's recent history. As a Harrisburg resident, I feel aftershocks of the collapse in one way or another every day. This book was an important read for me.Chris Papst not only dissects what happened to Harrisburg with admirable clarity, but he gives necessary historical context. City Beautiful, indeed. Papst also explains what happened with the Incinerator in such a way that I finally, to my horror, understand it. I've always suspected that most Harrisburgers pretend to understand the details surrounding the Incinerator debacle simply because it's such a complex and long story that can't be told in one newspaper article. Papst devotes the necessary time and explanation this crime (yes, crime) deserves.Capital Murder is a story of greed, arrogance, waste, wild west artifacts (what?!), misunderstanding, amiguous intentions, and, finally, hope. Chris Papst handles it all with honesty, respect, and just the right amount of humor. After all, he lived and breathed it.They say it for a reason: Truth is really stranger than fiction. You can't make this up. Sadly, these things happened. This book makes sure we never forget, and hopefully brings some long awaited accountability. Well done.
This is a well written technical book showing just how Wall Street manipulates States and Manicupalities. Specifically, how Major Reed obtained and dispensed monetary funds the state could never recover from. You can tell that there are many officials that were involved in this, otherwise he would be in jail. Instead, they delay trial, not because he will soon die, but because there are many prominent officials that were on the take.
I got this book expecting a history lesson of the downfall of Harrisburg. I got that, but much more. Chris Papst offers an inside look at what goes on in a newsroom and behind the scenes as a reporter. There were parts where I actually laughed out loud. A great read for anyone interested in Harrisburg's situation, but also for anyone who is interested in the limits of power. You'll look at all legislators and leaders a little differently after this read.
Being a resident of Harrisburg I watched much of this unfold and have met (at least briefly) many of the key players in this story. Mr. Papst is to be commended first for his excellent reporting of the story and secondly for sharing some of his experiences in covering what happened in our community. As an added bonus his inclusion of some of Harrisburg's rich and fascinating history make this book a must read!!
Wonderful insight on what was really going on in harrisburg politics as the city went into unprecedented finical collapse. Very well done between the journalistic digging for facts, insight into harrisburgs history, behind the scene stories, and (unintentional) comic relief from a specific elected official. Not only is it an eye opener for those in the area but also a cautionary tale on the importantance of holding our elected leaders accountable.
